Since you said you’ve already adjusted to the higher tension to a large degree, it sounds like it is indeed good exercise for your fingers.
Maybe when she’s ready to start two-handed playing, simply have her duplicate what her right hand has been doing, with the left playing an octave lower.
The best advice I can offer is to be very, very clear on what you’re expecting from the harp, both in terms of playability and in terms of how much money you’re willing to put in restoration.

Personally I think it’s silly to insist that everyone “shape” their fingers exactly the same way when playing the harp.
I’m pretty sure that in all states, some action is required on a regular basis to keep a corporation or partnership active.
