I totally agree with Saul. The Rutter definitely has more SOLO work that the Ceremony. It is absolutely playable without cutting a single note if you prepare it well.
Going rate varies depending on your city and available harpists. In Chicago I’ve found 1 rehearsal/1 performance for $500 to be about average for a church doing this. A bigger performing ensemble would pay more.

The aria following the harp cadenza/solo can be sung in either D major or E-flat major depending on the Lucia.
It’s been a few years since I played this, but I seem to remember the part actually being for more than one harp. Possibly one of the rare parts that says ‘harpes’ meaning more than one. Aren’t there some figures that are physically impossible to be played by one person?

I am one of Sarah’s students, so I thought I could help clarify…
The opening rolled chords have an accent on the top note in both hands so that the descending melody line D-A-F-D is clearly heard.

I second all of Carl’s suggestions, but you should also consider what you really plan on doing with a harp degree…do you want to play in an orchestra, teach, record in studios, play chamber music etc etc etc.
