The video with Lucile Lawrence and Elizabeth Morse, in which she explains and demonstrates is perfect for your question. It is available for sale from harp retailers like harp.com I’m pretty sure.
The other place I could recommend studying in would be Israel-that is the closest country to you.

explanation of most of B. Andres’ effects on Isabelle Perrins website.
It even includes some videos of how to perform some of the odder ones.

If you’re referring to the stuff that Salzedo wrote, it was written mostly in the 1920’s, which makes it almost 90 years old! Salzedo is now as ‘modern’ as Hindemith, Ravel, and Debussy. The ‘effects’ that he created are really just 15 ways to play a glissando. A simple written explanation should suffice whenever a non-standard written symbol is used in music. Is it realistic to expect anyone who plays this stuff 100 years from now to buy a video tape from Lyon & Healy to figure out what the symbols mean?

Salzedo, he was a man of his times, the Modern era. His notation is
quite clear, and is much more than just “glissandi” if you read his
Modern Study and Method. What is conveyed by seeing and hearing is the
best tone quality that the effects can result in. What is interesting
is how fresh and modern and appealing his music sounds today, as it
grows and grows in popularity. His notation succeeds largely because it
is so well-thought out and well-designed. And his sounds work well in
the hands of others. He was not the only composer able to use them. Nor
was his young friend Marcel Grandjany. -
