    Has anyone ever taken the cork pads off of old strings and used them as anchors for the strings in the upper registers that you have to tie (speaking to lever harp folks). Why don’t the replacement strings come

    I did this last time I restrung my harp.

    Those cork pads I suppose will work fine as anchors for the gut and nylon strings. The reason those strings don’t come pre-knotted is that it’s often easier to thread the string into the hole from the top and then knot the string. The very top strings in the 1st octave can only be installed that way.
