Yes, it seems it is strung wrong. #6 should be an E, #7 D, #8 C and on down to the F.

Here’s a link to a string chart with tonal frequencies in Hz (http://www.harpsatsang.com/harp_design/data/celtic26stringchart.html)

If you can figure out which strings are “Middle C” and the “440 A”, maybe it will help you figure out the rest of them. Normally there are only two clear strings between “F” and “C”.

For what its worth – I used to own a 19 string harp, without levers, made in Pakistan.

Sounds a lot like mine…once its properly strung, it should be F-clef “F” to “C” two octaves above middle “C”.
