My daughter is starting playing the harp about 6 months ago and is 13 years old.

If this is something she really wants to do, I would suggest you mention it to her teacher and they can help you decide when she is ready to start gigging.

If she is already doing jobs with piano, once musically proficient enough on the harp I don’t know why she wouldn’t do so.
